TikTok Shop ads optimization: set GMV Max ROI from margin and affiliate mix

“All orders resulting from products you advertise will be attributed to Product GMV Max, including those from organic content and affiliate orders.” That sentence is from TikTok’s own help centre,[3] and it decides how a GMV Max ROI should be read. The number on the dashboard is everything the advertised products sold, divided by what you spent. Some of those orders were caused by the ad. Some came through an affiliate who takes a commission. Some would have happened anyway.
Since July 2025, sales advertising for TikTok Shop runs through GMV Max,[4] so for most Thai sellers the ROI target is the one setting that decides whether TikTok ads make money. The claim of this page: that target has to be set from your margin and your affiliate mix, because the same product can need an ROI of 5 or of 10 to break even depending on who sold it, and the dashboard blends both. What would make it wrong: a shop with no affiliate sales and negligible organic demand, where GMV Max’s ROI is close to the ad’s true return.
What GMV Max optimizes, in TikTok’s own words
TikTok describes Product GMV Max as optimizing “your TikTok Shop’s total channel ROI”, and it attributes all orders of the advertised products to the campaign, organic and affiliate included.[3] Since July 2025 new sales campaigns for TikTok Shop are created as GMV Max; legacy Video, Product and LIVE Shopping Ads keep running but cannot be cloned or newly created.[4]
This makes GMV Max good at what TikTok can see: which creative, which audience, which moment. It also makes its ROI an upper bound on what the ads themselves returned, because the denominator is ad spend and the numerator is the products’ whole channel. Paid-search field experiments have found that a large share of attributed sales would have happened without the ad.[6] How large that share is on your shop is something no TikTok dashboard can tell you. TikTok’s ROI protection credits a campaign back to 90% of its target, which protects profit only when the target sits at least 1.11× above break-even; see ROAS and ROI protection.
GMV Max ROI is total sales of the advertised products over ad spend. Treat it as a ceiling on what the ads earned, not a measurement of it.
Break-even ROI on TikTok Shop, worked through
One item, all the way through, so it can be compared with Shopee on the same numbers. A non-Mall womenswear item: the buyer pays THB 550, landed cost is THB 280, and the fee lines are TikTok Shop Thailand’s published rates.[1][2][5]

The same item on Shopee, under Shopee’s 4 August 2026 schedule, breaks even at ROAS 4.64 (see Shopee Ads optimization). TikTok’s stack is a different shape: a lower category commission, plus a Commerce Growth Fee of 8.03% capped at THB 199 per item, so the cap only matters above about THB 2,480 per item.[5] For a typical basket the fee load ends up close to Shopee’s, and the break-even lines are within one point of each other.
The affiliate problem: one ROI target, several break-evens
Affiliate orders are where TikTok Shop economics diverge from Shopee’s. When an order comes through a creator’s video, the creator’s commission comes out of the same margin that has to pay for the ad. Here is the item above, with the GMV Max commission reduction, at different affiliate commission rates.

GMV Max reports one ROI for all of these orders together, and you set one target. If 40% of a product’s orders come through affiliates at 10%, contribution averages THB 87.75 per order and the blended break-even is 6.27. Set the target from TikTok’s suggestion or from habit and you have no idea which side of that line you are on.
On TikTok Shop the right ROI target depends on who sold the order. The dashboard does not say, and the suggestion does not ask.
The 3% rule: when GMV Max spend lowers your commission
Since 1 April 2026, a non-Mall seller whose GMV Max spend exceeded 3% of gross revenue over the last 30 days gets 1.07 percentage points off the category commission, on every order in the shop and not only the advertised ones.[2] This is the largest term in TikTok Shop ad economics that does not appear on the ads dashboard.

Two consequences. Near the threshold the reduction can be worth more than the ads’ own return, so a shop sitting just below 3% should know exactly how far below it is. Past the threshold the reduction is fixed, so every additional baht of GMV Max has to pay for itself at the margins in the tables above. Gold, silver, platinum and ads-prohibited categories are excluded from the revenue calculation.[2]
Budget, timing and sale days
An ROI target sets the price GMV Max will pay; the budget sets how much of it you buy, and it is the only setting denominated in money spent. The same logic as on Shopee applies: a campaign that spends its whole budget and reports an ROI above its target is limited by the budget, and moving the target will not change its profit (see how ROAS targets and budgets interact). Mega-sale days, paydays and live sessions shift demand enough that they deserve their own budgets rather than the ordinary-day figure.
One practical trap for Thai sellers: many TikTok ad accounts are billed in USD while the shop sells in THB. An ROI computed with the two in different currencies, or at a stale exchange rate, is off by the currency move before anything else is wrong.
How to optimize TikTok Shop GMV Max, step by step

Compute contribution per product, before affiliates
Price paid, minus cost of goods, the category Commission Fee, the Commerce Growth Fee, the 3.21% Transaction Fee, the per-order Platform Infrastructure Fee, vouchers you fund and shipping you absorb.[1]

Find your affiliate share and rate per product
From the last 30 days of orders: what fraction came through creators, and at what commission. Compute a blended contribution per order.

Set the ROI target above the blended break-even
Break-even is 1 ÷ blended margin. Mark it up for organic orders GMV Max credits to itself; the target that maximizes profit sits well above break-even, not at it.

Check where you sit against the 3% threshold
If GMV Max spend is just under 3% of 30-day gross revenue, the commission reduction may be worth more than the ads. If it is well over, ignore it at the margin.

Let the budget bound the loss
If a campaign spends its full budget and reports ROI above target, the budget is binding. Change the budget, not the target.

Give sale days and live sessions their own budgets
Plan mega-sale dates and paydays in advance instead of reacting on the day.

Convert ad spend to THB at each day’s rate before computing ROI.
How this looks operationally

Where this breaks down
- The worked item and the affiliate table are arithmetic on stated assumptions, not measurements from any shop. Commission rates differ by category and between Mall and non-Mall shops.
- TikTok does not publish a formula for GMV Max ROI. The reading on this page follows TikTok’s statement that organic and affiliate orders of advertised products are attributed to the campaign.
- Affiliate commission is assumed to be charged on the item price. Campaign terms vary, and some creators also receive fixed fees.
- The Commerce Growth Fee and Platform Infrastructure Fee have waivers for new and very small shops, and the GMV Max reduction applies only to non-Mall sellers. Check which apply to your shop before using these numbers.
- How many GMV Max orders the ads actually caused cannot be read from the dashboard. It takes a holdout test.
